Shoulder Pads

The following image below is an attempt to provide consistency in ruling on shoulder pads for the 2010 season.  This is a local interpretation that is made in attempt to consistently rule on whether a player (non-goalie) is wearing shoulder pads (enforcement of NFHS rule 1.9.1e).  The intent of this ruling is to require covering extend to the end of the shoulder.  The materials, construction, design are not considered.
 
Additionally, we are advising officials to use this interpretation during routine equipment checks (2 per game per team) and not to actively search for violations.  The coaches certify that all of their players are properly equipped and they have to burden of ensuring their player adhere to equipment rules.
 
We are looking for protection over the entire shoulder.  We are not judging the specific type of protection (more than a t-shirt).  For example the the 1st,2nd, and 4th examples below should be considered as "covering the shoulder".   While the 3rd image below is NOT covering the shoulder.
